2009年5月20日，在香港君悦酒店，湖南卫视国际频道在香港启动，全球放送，实现在香港的落地，用全新频道包装和品牌形象，全面整合湖南广播电视台旗下所有优质资源，蓄积精品节目，重组内容编排，在香港有线24频道、香港宽频714频道同步播出，覆盖香港110万有线电视以及IPTV用户。
湖南卫视国际频道的节目为24小时播出，其中晚间时段八小时为首播节目，其余16小时为重播节目；节目以娱乐节目为主，其中有数个大制作、高量级、高品质的带状节目贯穿全周，有连续七天播出的，也有周一至周四连续播出的、这种安排是为了更好地满足观众持续收看的收视需求，也能更好地为广告冠名商扩大传播效果。和带状播出相配合的另一编排特点是轮换季播，节目带所播出的节目会根据季节、热点潮流等因素来区别安排，持续保持节目带的热度和新鲜感。
至此，电视湘军完成了升级“快乐中国”的品牌理念，以传递快乐精神为价值内核，致力于打造“快乐全球华人” 的华语娱乐电视媒体，正式开启“湖南卫视国际频道”。
