鄂尔多斯电视台城市生活频道（ETV-3即：三频道），是一个面向全市的专业化城市生活频道。2010年8月，频道进行专业化改革、栏目改版，目前自办栏目有三档，即：法制栏目《法视界》、少儿栏目《欢乐岛》、综艺栏目《综艺大看台》《高原风》，每天自办栏目播出时长达135分钟。频道推行现代化电视栏目制片人管理制度，实行频道总监负责制，现有在岗工作人员27名，全部为大学以上文化程度，平均年龄30出头。
频道定位：文化娱乐、上层建筑领域。
频道形象：城市生活频道，老百姓自己的频道。
频道观众：锁定主流，兼顾其它。
