重庆电视台少儿频道通过整合现有资源和全力打造的新品牌节目，以1-14岁的儿童为主要收视群体。结合各种活动，以频道产业化的概念创出新的局面。整改后的少儿频道将做到品牌、频道、节目一体化。打造有自己风格特色的卡通频道品牌和有自己独特风格的卡通栏目。区别于传统的青少频道，视美动画将整合社会优质力量，充分注入卡通元素，营造有互动、有呼应的频道印象、面向更加广泛的收视群体，实现品牌推广。
重庆电视台少儿频道整体风格特色定位为体现原创性且健康、积极、阳光、益智，在具体执行上首先打造TICO卡通品牌形象，其次通过主持人塑造实现频道第二识别符号。
主要是安排了频道推广活动。将活动走进校园、走进社区，在市民中产生影响力，树立频道形象，扩大频道及品牌知名度。
视美动画打破传统电视频道重节目、重收视的运营模式，将“以频道为依托、以品牌为中心”的经营理念注入全新少儿卡通频道中。
通过建立：重庆电视台TICO少儿艺术团、少儿艺术培训中心、TICO少年电视台、小记者培训中心等周边发展项目，打造集教育、娱乐为一体的健康、积极、活泼、向上的专业性地面频道，建立起重庆首屈一指的青少年服务与营销的产业平台。
