大连电视台生活频道诞生于1999年5月18日，每天播出时间16小时以上，使用无线22频道、有线7频道，全市区双重覆盖，基本收视人口近300万，其中200万左右为城市人口，是大连电视台主频道之一。频道定位语"生活可以更精彩"，准确及时传递经济资讯，真诚服务关注百姓生活，是大连电视台经济生活频道始终孜孜以求的目标。
按照"确定一个新理念，实行一个新机制，明确一种新意识、建一个新频道、开拓一个新未来"的改革思路，生活频道是我“改革试验田”，率先按照专业特色频道设计，总监负责制组建的一个全新机制、富有生机活力的频道。目前频道员工近80人，平均年龄30岁左右。全频道自办栏目有6档，先后开办以市民新闻为主的《城市发现》；以经济类深度报道为主的《第一访谈》；以报道、分析财经股市动态为主的《新财经》；以益智游戏为主的《冠军王》；以服务百姓生活为主的《生活一级棒》、《霜叶集》等栏目。整体节目包装新颖、富有生气、播出质量稳定可靠，收视率较为稳定。据调查，2001年全频道收视率和市场占有率名列全台五个频道第二位，在观众满意度调查中，被观众誉为"最喜欢收看的电视频道"之一。
